SHE ONLY HAD TIME FOR...WE INTERRUPT THIS ARTICLE FOR A SPECIAL
                                          BULLETIN ON COMMON SENSE
                                      SUB-TITLE: WOMEN INTERRUPTUS
                                                 by Richard DePersio
(All comsats listed and described at groups.google.com/group/rickcosmos-eclectic)

EDITOR'S (Rick) NOTE: Article is a potpourri - delicious - including, a Moon Proposal and
a return to subsidies.

Teddy Roosevelt was a lousy progressive and a republican. Progressives became
known as lousy liberals circa 1950. The last famous liberal-republican was Nelson
Rockefeller. Teddy Roosevelt did three good things: A) He was a Rough Rider in the
Spanish-American War; B) He gave permission while president for the Teddy Bear
to be named after him; C) He coined the phrases:
                                               "bully pulpit"
"Speak softly and carry a big stick"
                                               "lunatic fringe"
                                               "My hat's in the ring"
                                               "Good to the last drop"
Citizen Reporter coined an alliteration: "Lousy, Little, Lying Liberals."

We were having discourse through cyber-space, Cyber-friends, about subsidies and stated
on the record that the Trinity considered them to be unconstitutional and socialistic.
Fed gov has no authority to give taxpayer money to certain industries or particular
companies. We're opposed to all subsidies of this type, including, subsidies to oil
companies. COMMON SENSE dictates that we let them drill for more oil in and around the
U.S. of A. The Pasticcio Nuts object. Is it preferable for us to spend hundreds of billions
of dollars on foreign oil - we get most imported oil from semi-enemies or, if you prefer,
semi-friends (is the glass half empty or half full?) - with much lower safety and environ-    mental  standards then us! And, part of it winds up in the coffers of terrorists. Don't give me solar and wind. Shut up! Experts say that we will only be able to get up to 30% of our energy from those sources by 2030. (NASA might be able to guarantee 30% -plus add  up to 20%. Of course, demand for energy between now and 2030 will increase by 2- to 3-fold  More on that later). Fed gov should not give hand-outs - corporate welfare.
With must abandon Bush/Obama Concept of Too Big to Fail. Most companies -
oil, utilities, corporate farms, etc. - will find a way to survive by introducing a new
business model for their company. Auto companies should have gone to bankruptcy
court while banks and insurers should have restructured.
Fed Gov is opposed to monopolies and yet it has dysfunctional ones, such  as, the U.S.
Post Office. It has been losing money for years; last year over $8 Billion! We could save
$100 Billion over 10 years (each year, Post Office is more in the red then the previous year)
by allowing private companies compete over deliveries to businesses and residences. We
heard a liberal say the Fed Gov should give more money to this semi-independent federal
agency! It is reminiscent of city-level wherein part of your taxes support transportation
but you still have to pay bus and train fare. The lib suggested that Post Office needs to
create 21th Century business model - let private sector do it. What happened after we
allowed private companies deliver parcels? We told you in our last article that the U.S.
Treasury Department's U.S. Mint uses a private company UPS rather then the gov's USPS
to deliver its coin sets to people even though they charge more! Why? Much greater chance
of delivering when scheduled to do so, much less chance of loss or damage and fully
insured.  Remember when we discussed three times as many drivers choosing to pay
a toll for a highway lane owned by a private company rather then the free public lane
in the few states that allow citizens a choice.

Where are we? Thus far our proposals are: 1) Return all the land stolen from states by
fed gov except land where federal buildings and military installations are located; 2) cut
corporate income tax from 35% to 25%; 3) cut capital gains tax from 15% to 10%;  4) end
subsidies, including, subsidies to SpaceX (Falcon 9 Project) and Virgin Galactic;  5) procure more oil and natural gas domestically; 6) extend lifetime of shuttle for 3 years, use Ares           R & D, build Orion.

Henceforth, but not retroactive, no more unsupported mandates! If fed gov tells states
that it most do something then fed gov must completely pay for it.
The states must call for a Constitutional Convention to once again define Commerce
Clause according to Constitution and Federalist Papers and decide how to deal with unsupported mandates of the past and how to implement nullification concept- it would constitute a Constitutional Convention-plus!  Commerce Clause was meant to regulate trade between the states, it has PROGRESSIVELY been used since the 1870s, especially, the 1930s  by the fed gov to take powers from the states and rights from the people through     regulations having naught to do with commerce or having to do with intra-state commerce.

Republicans have proposed restoring spending to 2008 budgets for fed departments,
agencies and programs. We say "yes" but A) Freeze it for 10 years except, perhaps, allow
an inflationary adjustment and B) There should be certain exceptions to this general rule.
Increase military spending by $100 Billion over three years and then freeze its budget
for 7 (don't spend the $100 Billion remaining from Obama's failed stimulus project). The
U.S. Constitution gives fed gov responsibility for 16 areas, it doesn't include: Departments
of Education, Agriculture, Housing/Urban Development, Transportation, Interior (we already
proposed restoration of stolen land). Reduce their budgets by over 75% over 10 years with
2/3 of savings going toward reducing deficit/debt and 1/3 increase in funds that fed gov
gives to states for education, transportation, etc. The now mini-departments will exist to
make recommendations to the states and to monitor how fed money is spent. Money comes
with no strings but states will have to pay a penalty for reckless spending. They can create
and pay for programs that states can except or reject.
We must double spending over the next 10 years on the following agencies which are under-budgeted: border security; INS, DEA, FBI, Coast Guard, federal prison system - not
Department of Homeland Defense except for inspections at our harbors. The areas that we
ear-marked for an increase - some are part of DHD and some aren't. The bulk of budget
should return to 2008 level.
The FICA Tax which supports Social Security taxes income up to 95,000; it should be
increased to 100,000. The age of retirement should be raised to 67 in 2025 and 70 in 2035
(presidential bi-partisan commission proposed 67 in 2050 and 69 in 2075) for we need not
only to save money but experience. The graying of America - couples are having far
fewer babies and people are living much longer. The situation is approaching a crisis in
Japan. The converse is the case in country like Iran where 1/3 of population is under 35.
In order to bring down the cost of healthcare, we must allow health insurance companies
to compete in more then one state, put a cap on medical malpractice claims and import
loser-pay from UK as regards all suing, allow small- and medium-sized companies to form
associations so that they can get health care for their employees cheaper. Medicare and
Medicaid are billions in debt and fraught with fraud. Let's not dig a deeper hole. Let's
let private sector compete for those on Medicare with money spent each year on this
program being placed in medical savings from which recipients can use to purchase
health insurance and only health insurance. Three years ago, Medicaid recipients were required to get Medicaid through a private insurer. All M & M would have to do in the future   is monitor.
We should decrease to three tax rates: 10%; 25%; 33% (Obama commission is proposing
10, 20 and 30 with no deductions). Those in the 33% bracket will receive a full deduction
for primary mortgage (1) and full charitable deduction; those in 25% the same plus
secondary mortgage (1); 10% - mortgages, dependents, standard medical and charitable. We
don't wish to hurt housing industry. Americans per capita are the most giving people in
the world and likely wouldn't give less to charities and non-profits if deduction were
eliminated but why gamble.

MOON BASE waste of money or our savior when it comes to producing energy and so
much more.

                                        To be Continued.

Congratulations...Thank you. Why are you congratulating us?...You didn't A.D.D. the
article.

Fwd: ADDENDUM BEFORE CONTINUATION WITH ICING

Subject: ADDENDUM BEFORE CONTINUATION WITH ICING

Editor's Suggestion: You might want to read article proper first: Title: "She Only had Time
for a Short One" and Subtitle "Married to Cynicism, Hopelessness and the  Veiled :Lady."
                                                by R. DePersio
Let's Amplify...The President's Bi-Partisan Commission has announced its proposals to
deal with deficit and debt - and going contrary to popular opinion - we are use to being
in that place! - we whole-heartedly embrace them with one exception: we need to invest
in restoring NASA as a potent technological engine of our economy for a virtual guarantee
of sustained economic growth.
One of its recommendations: Cut the Corporate Income tax from 35% to 26%. Ours is
the second largest in the world; Japan has 40%. After all of this time Citizen Reporter was
finally heard. He recommended doing this way back at the peek of the Clinton-ACorn-Fed-
Housing-Frank-Fanni-Freddie -Caused economic/financial crisis and has been promoting
ever a since as a major way to generate jobs, increase R & D, expand existing factories and
create new ones. We also proposed cutting the Capital Gains Tax for the self-same reasons.

Wait a minute and hold your horses!: How is this an Add-on!?! Go for the meds...Back...We
spoke of subsidies. We should phase-out subsidies as per suggestions in article proper. We
should do so over a ten year period to enable economic adaptation. Perhaps, there should
be a trigger mechanism of sorts to be triggered only in the case of a dire emergency and
after careful consideration of all other options.
We are hesitant in this regard for we question the very nature of subsidies. Un-capitalistic
- absolutely; Unconstitutional - likely. We opposed the auto bail-out but supported the
financial one. Employing hindsight, we believe that the president should have issued an
executive order to the effect that no entity, foreign or domestic, could lay a financial
claim against financial institutions for a 3-month period while those institutions engaged
in re-structuring.  Constitutional? Far more so then the bail-outs themselves - the loans
to the financial sector which Obama turned into virtual stocks and maintains that
commercial banks, investment banks, combos, and insurers - those which received
loans ans those which didn't  - whole industries - must clear decisions with his
financial czar. The auto industry should have gone to bankruptcy court. Instead Obama
played bankruptcy judge - BIG-TIME UNCONSTITUTIONAL - - not part of the president's
constitutional job description. Why did he do it? A bankruptcy judge would have spread
the pain. Obama wanted to give the shaft to corporate execs and stock- and bond- holder's
and spare union bosses and workers too much discomfort. Certainly a matter for the new
House to take up as possible grounds for imp......investigation. And, returning to the
target, our reticence for a trigger-mechanism as regards subsidies and one a liberal
president made invoke prematurely and not allow free-market forces to operate for they
disdain capitalism as much as they disdain OUR Constitution!

The states want and should have the land that the fed gov stole from it returned. The
Constitution gave 16 responsibilities to the fed gov and management of state land
wasn't one of them! This will enable us over a ten year period - adjustment phase - to
substantially shrink the Department of the Interior and the EPA (we think that
semi-independent federal agencies are unconstitutional anyway, therefore, it would
constitute a two-for!). It would afford states time to decide how it wants to allocate ITS
LAND with respect to energy independence vs, environmental protection (it would     determine proper balance with state profit as an important factor) and which fed laws and  regs, including, environmental ones, it wishes to retain or modify or forgo. (Another
two-for: we would reduce deficit/debt and diminish size and power of fed gov!).

Well, there you have it until next time when we will show up with more proposals on
saving taxpayer money...Not so fast. Perhaps, our evaluation was premature: Article
proper was your first non-A.D.D.-ed article and we applauded you for it. Were we hasty?
Proper - fair; Addendum better. Perhaps, we should allow Citizen Reporter be who he is
and without too much help from his little 'friends!'

Fwd: SHE ONLY had TIME for a SHORT ONE - Part Two

Subtitle: Married to Cynicism, Hopelessness, and the Veiled Lady
                                                 by Richard DePersio
(all comsats listed and described at groups.google.com/group/rickcosmos-eclectic)

Why Does the U.S. Mint Use a Private Firm - UPS - to Ship its Coin Sets?

"Why would anyone, even a government agency, the boringly
reliable United Parcel Service when it could experience the
excitement and sense of danger in using the United States Parcel
Service to ship its coin sets. By using the USPS every orders fate
could be a potentially unsolved mystery.
Of course, every governmental agency has its own budget to worry
about. If a government office feels it can save money or save time
using a private company, it is under no obligation to throw its business
                     to a government agency.
The U.S. Mint actually does use the USPS to deliver some coin orders.
...Department of the Treasury {spokesman}: 'In making the determination as
to which service to use. we look at the product we are shipping and the
cost involved, taking into consideration value, weight and distance.
Cost is a concern to us. There are substantial savings to be realized in
shipping coins by UPS. On an annual basis, we save...by using UPS...
UPS insures all packages against loss or damage.
The Mints programs are self-supporting. It is our responsibility to manage
the coin programs in the most effective and economical manner as
                    possible...'"
" Do Penguins Have Knees?" by David Feldman

Obama's healthcare reform will give fed gov control of an additional 20% of the economy
and pave the way toward socialized medicine. Gov control of Medicare and Medicaid:
billions of dollars in debt and fraught with billions of dollars of fraud.
The post office, Amtrak, the airline industry, the auto industry, the mortgage industry,
the public school system, social security, urban development etc., etc. and etc.are in a       mess because of gov and/or unions. Unions dictate to fed, state and local govs.
There are a few states in which drivers can use public highway lane for free or private company lane for a price and most choose latter: no pot holes, disabled cars quickly  removed. From a constitutional and economic perspective much of what gov does should     be privatized. Things would be more efficient and less costly or, in some cases, people     would be willing to pay for better service.

PAID NOT TO WORK...Phase out subsidies to utilities, oil industry, corporate farms, etc.
and let free market forces operate. Gov. will pay farms to produce less so the food
prices won't take a precipitous fall and hurt the agricultural industry. It is
used in some industries to prevent prices from going too high or too low, to encourage
hiring, preventing lay-offs, to help an industry which is chronically unprofitable, make
certain U.S. products remain competitive against imports.
You are hollering: Some of those things are good and make sense. Problem:
subsidies are renewed annually. They should only come into play when absolutely
necessary and as a last resort: a dire emergency situation and that shouldn't include
keeping a perpetually failing industry afloat!
Another form of a subsidy: Gov guaranteeing a lender payment if a borrower
defaults: Fannie Mae, Freddie Mac, student loans, small business loans, etc. We are
suppose to be in a capitalistic society: Lender takes a risk or not, Uncle Sam shouldn't
be responsible if an unwise loan is granted by a lender or a borrower is unable to meet
his obligations. Obama took over low interest student loans from banks - that isn't a
constitutional role for gov. Banks issue student loans based on family income and can
refinance. Obama will quickly assume bad student loan at taxpayer expense. Your money
is his money!
Another type: National Science Foundation. It was created to give colleges and
universities grants to do basic science or pure science. You know how gov programs are.
You create a monster that must grow. Over time grants extended to engineering (an
applied science), social and behavioral sciences (studying gay Eskimos! - true.). Science
and math. Education. Private companies do their own pure and applied science
research and give more grants to colleges - let them do more - - they profit from it. NSF  should return to original mandate. Let rich alumni do more too.

And another thing: Give land back to states!!! Fed gov owns between 3% and 75% of
every state for national parks (determine size of parks; profits shared with states - states  should get all and determine which portion of land can be used for drilling
or lumbering (money from leases shared with states - states should get all - - its stolen land!).

Let me be the first to congratulate Rick: He didn't A.D.D. His first non-A.D.D. article.
Of course, he got by with a little help from his 'friends'!
                               TO BE CONTINUED...

Boy! This is a classic example of extreme A.D.D. He's going out, way out there. What a
way to go! Was this a size 13 footnote!?!

Article proper...And, it's about time!

"Mr. Tumbull had predicated evil consequences...and
was now doing the best in his power to bring about
the verification of his own prophecies."
                                                                                       - Anthony Trollope
Applicable to U.S. gov. Anthony Trollope in a return performance:

"...government is not the worst government England
can have. It has been the great fault of our politicians
that they have all wanted to do something."

As regards the former: it is indeed our fervent desire that our dire prediction does not
come to pass. Is it too late? Does it make a difference at this juncture which party
controls the White House or the House or the Senate. Have we returned to yesteryear
when in 1968, George Wallace (Blacks adored him and still harbor fond memories
of 'the man.'), "There isn't a dimes worth of difference between the two major parties."
For back then, 50% of dems were liberals and 50% were moderates; 50% of repubs were
moderates, 25% Rockefeller libs and 25% Goldwater conserves.
We hate to sound like cynics but we think that 33 1/3% is optimistic as regards
undoing a century of progressive and later liberal chipping away at our Fonding
Docs through legislation, judicial decisions. executive orders and executive branch
regs that virtually little remains.
What if repubs gain control of one or both houses of congress will the old guard
and the Tea Party-ers be arguing all of the time instead of doing the people's business.
Will Obama be willing to moderate and compromise with the new house speaker a la
Clinton in '94 - N.G. - - we won't attempt to spell the former house speaker's name! Obama   has been president for less then two years and already he is one or two or three as far as
signing the most exec orders and being responsible for the most regs. The Founding     Fathers never intended the power of executive orders to be abused but used in emergency
situations only and not to be used along with with regs (meant to flesh out congressional legislation) to bypass the will of congress. Doug Sloan, pollster and political analysts
appearing on "NYLife"'s "Digital Age"  contends that he will choose to rule by exec orders
and fed regs and attempt to pretend the congress exists. If Doug is right, we might even
move further away from what ids left of our beloved Constitution. Will Obama be practical     or dogmatic? My bet: 75% of his being dogmatic And, what about those of us who feel like   we are exiles in our own country and feel that we shouldn't have to compromise. We
demand "Declaration of Independence." "Constitution. including, 'Bill of Rights,'"               "Federalist Papers" - capitalism and traditional morality.
You can't maintain that "progressive secular 'living' constitution" is just a different
interpretation of Constitution - it is a different species, it might be in a different genus.
It calls for lib judges creating laws, violating Founding Father's desire for a Christian (the writer  is no longer a Christian)and  Capitalist nation and it allows congress to create Rights
and major continental shifts without Constitutional Amendment Process - "New Deal,"
"Great Society," "Tarp." "Stimulus,"  "Healthcare Reform" (20% of the economy),
"Financial Reform" and more.
Undo a century of damage would take a decade or more and would require certain    major steps being taken over the next three years, including, a "Constitutional Convention"
- if we are going to do it Right. (More on what's necessary in part two). As we stated at
outset: a 33 1/3 chance constitutes being generous.

We stated on numerous occasions that 42% of Americans identify themselves as
conservatives, 28% as moderates, 20 as liberals and 10% are out-to-lunch. Yet, libs control
public elementary and high schools, as well as, public and most private colleges; unions;
most of music, movie, television, newspaper and magazine industries; they seized control      of student loans; they now control auto and banking industries (big-time unconstitutional); they are taking measures to control internet. We informed you in the last article that fed       gov seized control of all water,   including, the puddle in front of your house! Fed Gov on   steroids. Founding Fathers warned us that big and powerful fed gov would not only be incompetent but DANGEROUS.
Atheists and agnostics comprise 13% of Americans (it was 10% in 2005). Let's make
some educated guesses: 10% are fiscal (fiscal and monetary policies) and social (moral
issues - they are amoral or moral relativists - some would, include, domestic - non-defense
matters in this category) and  weak when it comes to defense and foreign policies - libs
A to Z; 1 1/2% are libs in two areas and moderate in one and are secularists; 1 1/2 percent    are lib in one, mod or lib in another and conserve in one   (fiscal; rare   breed -    example: execs at CBS, NBC and ABC) and are secularists. It is reasonable to assume that 11% identify    themselves as liberals and, of course, never attend services. That leaves us with 7% who are liberal in all three areas and  believe in God or some abstract concept of a Supreme Being with 5% attending services regularly or semi-regularly (we feel generous) and are secularists.        B    By the way,  63% of Americans attend services regularly or semi-regularly; 88% consider themselves Christians, it was 99% when  our nation was founded.
This is what we are up against if we want to get a derailed America back on track.

What about the Tea Party-ers. They want restoration of Constitution, spending and tax
cuts. They don't mention social issues. We maintain that was a good strategy so as not
to alienate moderates and libertarians. Yes, we share this view with other pundits. There
are those who worry like Richard Cizik, president of Evangelical Partnership, who while appearing on PBS's "Religious and Ethics Weekly," "The leadership is libertarian. They'll
take the Evangelicals for granted. They will use us. They will forget us."
Side note: according to Doug: 55% of Americans want a third-party; one-third of
TPs voted for Obama.
Statistics from "Public Research Institute" and "American Values Society": 81% of
TPs are Christians and 63% oppose all abortion or all abortion minus jeopardy of life
of the mother; 22% of Americans are active or semi-active in Christian conservative
movement while 11% drink tea full-time or part-time; 52% of TPs are also involved with         CC movement.
If TPs can wrest control from republican old guard, there is a chance that social
issues will be at the forefront as they were in 2004.

Who are we kidding? 33 1/3%! 66 2/3% chance that we will become secular socialist or
