MORE CJCS COMSATS' ORIGINAL PROPOSALS: AHEAD OF THE CURVE

BO has shown half-hearted commitment to ISS and private space sector/Romney has
demonstrated little interest in space exploration and exploitation. We propose to
rejuvenate our space program with clear-cut goals which can be embraced by most
forward-looking Americans. Proposals Americans can rally behind!
We hereby propose ending International Space Station program at the end of 2014 instead
of in 2020. Scientists will be occupied for years to come analyzing the realms of data
generated by ISS. Further, cancel subsides to private companies like SpaceX to bring astros
and cargo to ISS (voiced our opposition to all such subsidies, including, gas, solar, etc. two
years ago; see below). Money saved should by used for a return to the moon (details below)
and/or Mars Base Program and/or nuclear thermal propulsion R &D and/or Spacecraft Nuclear
Generators R&D.
We should do these things in the name of pure science: increasing man's understanding of
himself, the earth and the cosmos. Often pure science finds applications: applied science
or technology - improving the quality of life.
Now, we hear of 'new' proposals involving Air Force X-37B - See: Space Safety Magazine.

Actually, they are quite similar to proposals that we made over two years ago (see below).
Using an X-37B derivative to bring cargo to ISS and the projected X-37C to carry astros to ISS.
Of course, we no longer favor this as we are proposing ending ISS program. We had put it this
way: Enable NASA to use a declassified-version of both crafts.
They're always proposing to have X-37B, when in operational form, to place satellites into
geosynchronous orbit - 22,000 miles above earth. Our Proposal involved X-37B and GPS
system protecting and, eventually, replacing it (Again, see below).
We footed most of the bill for ISS; we don't relish the idea of other countries, especially, Russia (an
ISS partner) using station without us. We could turn off systems - partly in space and partly from the
ground. It might not be necessary: they probably don't have to funds to continue very long without us.
See Below (pages 1 & 2): Our Original Proposals regarding moon (one manned mission to equator -
two weeks; one north polar region - one to three months; one mission to backside with lunar satellite
for communication - 5 weeks -- as we stated below, we would than be in a better position to judge
whether or not to go forward with bases; why it would be cost-effective to get HE-3 and silicon from
moon) and Mars exploration, X-37B, Project NERVA and more. Also: Why we favor UK-based Virgin
with its U.S. Branch to U.S. companies like SpaceX. NOTE: We made most of these proposals here
and some at other venues. Also below, we talked about Air Force's Dyna-Soar, it was to be launched
by Titan-3. We were remiss: we didn't include artist rendition (Pic 4).

Just remember this: a kiss is just a kiss, a sigh is just a sigh, the fundamental things apply as time
goes by. As Bogey would say: "Play it again, Sam." We shall reiterate: NASA is a strange fed gov
program - you actually get a return. For every $1 invested, we get $5 return within 7 years via spin-offs
(applied science or technology). Since NASA's inception in '58, it has been completely or partly
responsible for over 30,000 discoveries (pure science) and inventions. It receives a paltry 1/10 of 1% of
fed budget; cutting it won't make a dent in national debt. Reward this unorthodox agency with a $1
billion per year budgetary increase with full cost-of-living adjustment (inflationary adjustment) over a ten-
year period and, then, freeze its budget for 10 years except for cost-of-living. NASA would be restored to
its peak level: '58-'73 - the greater NASA!
We should do MOON/MARS PROJECTS with our real friends: UK; Israel; Poland; Czech Republic; Australia;
Japan; India; Brazil. Although, the highest priority elements, namely, nuclear thermal propulsion/nuclear
generator R & D would be done solely by us for info generated might have military and/or commercial
applications.
